OPEN FORUM

There were three members of the public present.  Two parishioners objected to the wording used in the minutes of the meeting held on 2nd September. The Chairman agreed to add one word (Council) to the minutes. One parishioner wished to state that the noise from a nearby farm was in fact speech on radio 4 although Councillors agreed that it was music that had been complained about.

DECLARATIONS OF INTEREST

Councillors Steer and Cooper declared an interest in matters concerning the Flood Group.

PRESENT

Councillors Childs, Cooper, Hunt, Luscombe, Pearse, and District and Parish Councillor Steer.

MINUTES

The MINUTES of the meeting held on 2nd September 2014 were altered (see Open Forum above), confirmed and signed.

MATTERS ARISING

The clerk was asked to invite the dog warden to the next meeting. Sheep had recently been savaged by a dog.

REPORTS

Councillor Vint had presented the Council with a report of his recent work at county level.

District Councillor Steer reported that his district work had largely been connected with planning requests.  Developments had recently been approved at Marldon and at Wembury where 50% of the development would be of affordable housing. A solar power farm was proposed for the Brixton area near the new Sherford development. Councillor Steer congratulated the Village Hall group for the success of the recent Apple Pie Fair. A new Director for the District Council, Mrs Hoskin, had been appointed to take over the role from Mr Robinson.  The possibility of Torridge District linking with the South Hams and West Devon was being investigated. Councillor Steer wished to congratulate County Councillor Vint for his work in defending the recent traffic arrangements in Totnes.

PLANNING

The Council gave support to the request for a car port and other external work at Charford Manor, Diptford.

CORRESPONDENCE

Specific items of CORRESPONDENCE were noted as follows:

  1. A letter of thanks had been received from Diptford Short Mat Bowls Club for the support that had been given to their recent request for TAP funding..
  2. An email had been received re. funding for website. Acted on by Chairman
  3. SHDC had sent a letter re.play park failings. To be dealt with once Sutcliffe Play had responded to a previous letter. Clerk to inform police of possible malicious damage to play park.
  4. Flood group Emergency Plan received and adopted..
  5. Flood Groups request for assistance in acquiring equipment agreed.
  6. SHDC request for further information re Register of Interests to be responded to by individual Councillors.
  7. Report from the Community Hall group concerning the recent Apple Fair was welcomed.
  8. SH CVS First Aid course – notice to be placed on board.
  9. Councillor Seager-Berry wished to have her congratulations given to the Apple Pie Fair organisers.
