Tracey Weaver, the South Hams District Council Dog Warden, addressed the Council. She updated the Council on the latest legislation concerning dogs and their owners and the measures now available to deal with the owners of dogs considered to be a nuisance.   She also told the Council of her work with children to help to educate them to be better dog owners in the future. A particular concern at the moment was with the possible spread of disease to both cattle and sheep from infected dog’s faeces. Dog owners are again reminded that they should remove their dog’s faeces and place it in a bin to avoid danger to children and animals.

The Chairman thanked Ms Weaver for coming to the meeting, for her interesting talk and for her work within the area.

OPEN FORUM

There were no members of the public present.  The Council agreed that in future parishioners should inform the clerk well before the meeting of items that they wish to bring before the Council. This would allow Councillors time to acquire the necessary information to be able to answer questions raised. Parishioners would be limited to an input of four minutes at meetings to present their concerns.

MINUTES

The MINUTES of the meeting held on 7th October 2014 were confirmed and signed.

MATTERS ARISING

The equipment for the flood group has arrived. Permission was given for the flood group to order more equipment using the funding as previously available.

REPORTS

A report from Councillor Vint was received after the meeting concerning his recent work at county level. This has been forwarded to Councillors.

District Councillor Steer again reported that his district work had largely been connected with planning requests.  Once again requests for solar farms were being dealt with. The reorganisation of the District Council is continuing.

The Chairman congratulated the South Hams on its progress in what is a difficult and often upsetting experience where council staff with considerable experience and skill were losing their jobs.

CORRESPONDENCE

Specific items of CORRESPONDENCE were noted as follows:

  1. A request for a donation from Totnes Ring and Ride was declined.
  2. DCC part- night lighting in North Huish – accepted.
  3. Diptford PC TAP funding - noted
  4. SHDC super cluster meeting on 26th November 2014. Cllr Steer to attend..
  5. Policy updates – agreed and signed by the Chairman
  6. South Brent TAP funding request - declined
  7. SHDC Local Homes for Local People – noted.
  8. Sutcliffe Play – To be referred to SHDC
  9. PCSO Russ Broadhurst would monitor the Playpark during regular patrols.

It was agreed to re-join DALC.

It was agreed to pay the Annual Insurance and Inspection fee for the play park

HIGHWAYS

Thanks were recorded for the successful treatment of knotweed by DCC.

Pot holes were reported at Barons Hill. Blocked buddle holes were reported at Coombe and wood chippings were reported to be causing problems at Langford.
