OPEN FORUM

Two members of the public were present. The Council was informed of an open event taking place on 15th April to present the findings of the recent village hall survey.

DECLARATIONS OF INTEREST

Cllr Seager-Berry, overhanging trees at Black Hall Hill and the donation to Avonwick Church.

PRESENT

Councillors Childs, Hunt, Luscombe, Pearse, Seager-Berry and District and Parish Councillor Steer.

MINUTES

The MINUTES of the meeting held on 3rd March 2015 were confirmed and signed.

MATTERS ARISING

It was reported that the new “Jubilee Seat” for North Huish churchyard had been ordered. The play park covered seating had been put in place. Councillors had visited the proposed site for the new North Huish seat. Its proposed location is causing some disagreement within the village. It was agreed that the location should be suitable for all villagers and that written permission should be obtained from the owner of the land on which the seat is to be placed. Councillor Vint to be asked to help with necessary repairs to Cobbly Walk.

REPORTS

Councillor Steer informed the Council that the new District Ward, which included the Parish, would stretch from Hexworthy to Gara Bridge and that the new ward would be served by two councillors. He reported that the new directors in place at the District Council were working on updating the working patterns of the Council in order to improve efficiency and save money.

PLANNING

The Council supported a request for a first floor extension at Horsebrook House, Avonwick. The Council made no comment concerning the request for a wind turbine at Hatchlands Rarm, Harberton.

CORRESPONDENCE

Specific items of CORRESPONDENCE were noted as follows:

Diptford Parish Council re TAP funding. To be dealt with at next meeting. Chairman to liaise with Diptford PC Chairman if necessary.

Mr M Pearse. Concerns (1) Over junction of North Huish/Church Walk/Avonwick roads. The Council was told that the roads had been adopted by Devon County Highways some years ago and that any planning rules that applied to these junctions were now timed out. (2) The speed of traffic through North Huish - clerk to inform police. (3) Overhanging of trees in Black Hall Hill. Clerk to contact landowner.

The Council approved the Annual Return Accounting Statement for the year ending March 2015 and signed the Statement of Assurance.

The Council agreed to pay the office expenses for 2014/2015. The Council agreed to make a donation to Avonwick Church. The Council agreed to pay for the Play Park covered seating.

HIGHWAYS

Potholes were again reported at Haswell Cross.

OTHER MATTERS

It was agreed to archive the old Minutes books at Devon Records Office. It was agreed to ask for the play park grass to be cut.

The AGM and Annual Parish Meeting will take place before the Parish Council Meeting. Please note the change of date due to the elections taking place on the 7th May
