OPEN FORUM
One member of the public was present. The Council was informed of the concerns of parishioners over the use of fire arms on and near the public highway. The Council agreed that all such incidents should be reported to the police. The recent heavy rain and the resultant flooding in Avonwick was discussed. Thanks were given to Mr Cooper of the shop in Avonwick and to Councillor Steer for their valued response to this situation. The work needed on the play park gates was still under consideration. The notice board in North Huish had fallen from its position on the wall. This is being attended to by Mr Luke who was thanked by the Council for his help. Questions were raised over the condition of the notice board in Avonwick. Refurbishment or replacement would appear to be necessary. The chairman remarked on the Council’s Christmas meal at the Avon Inn. This went off very well. It was noted that the meal was totally funded by Councillors and that no Council funding was involved.

Councillors Bell, Gabriel, Grevatt, Hunt, Luscombe, Seager-Berry and District and Parish Councillor Steer.

MINUTES
The MINUTES of the meeting held on 1st December 2015 were confirmed and signed. Proposed Cllr. Hunt seconded Cllr. Grevatt.
MATTERS ARISING
It was decided, after consultation with other local Parish Councils, that there would be no advantage in holding a public meeting to discuss the proposed waste transfer station at Cockwells Nursery so the proposed meeting was cancelled.
REPORTS
Councillor Steer reported that planning applications for renewable energy installations were no longer being received by the District Planning Department. Interest in barn conversions appeared to be increasing. Information regarding further devolution of responsibility has not yet been formalised.
Councillor Grevatt would organise a working party to complete the work on the new parish website.
PLANNING
There were no planning applications to consider.
CORRESPONDENCE
Specific items of CORRESPONDENCE were noted as follows: SHDC Neighbourhood Plan – noted.
Citizens Advice grant request – refused.
HM Lord Lieutenant of Devon – The Patron’s lunch. The Council was informed of the organisation of a large street party that is to take place in the Mall in London on 12th June 2016 to celebrate the Queen’s 90th birthday. It is suggested that such parties could be organised throughout the kingdom. Anyone interested in taking part in the organisation of such a party within the Parish is asked to contact the Council so that a working party could be established to prepare for such an event.

HIGHWAYS:
The Council was informed of a road closure from Rectory Cross to
Fowelscombe Gate during the week beginning Monday 25th January 2016.
The Council was informed of the temporary appointment of a Road Warden to clear buddle holes and gullies.
The Council was made aware of the concerns of a parishioner over the placing by Devon Highways of mud/debris from the road onto roadside verges. The Council felt that it could not intervene with this.
