OPEN FORUM
Gemma Carey, SHDC Location Officer, described her work for the District Council. Her role was very much to serve as the “eyes and ears” of all of the other departments of the Council and to forward concerns to the relevant team. The chairman thanked her for her visit which was felt to have been of considerable value to the Parish Council in ensuring that links could and would be available when needed.
There were no members of the public present.
Appreciation was expressed for the firework display recently organised by the Avon Inn. It was felt that the display is of such standard that it attracted support from far and wide. A problem arising from this was the chaos caused within the village by cars parking just about anywhere. It was felt that some consideration should be given to car parking on future occasions.
Concern was been raised over possible firearms misuse in the Coombe Norris area. The chairman would follow this up.
The broken catch on the play park gate had been removed. Clerk to investigate how the gates should best be fixed to allow for their safe use.
DECLARATIONS OF INTEREST
Councillor Steer in all matters relating to planning. Councillor Hunt in matters relating to the planning application for the Top Barn in North Huish.

MINUTES
The MINUTES of the meeting held on 1st November 2016 were confirmed and signed. Proposed Cllr Seager-Berry seconded Cllr Hunt.
MATTERS ARISING
The Council had received information from the owners of the land on which the telephone box at North Huish is situated. It was decided that this information would make it impossible for the Council to take ownership of the box once it had been decommissioned.
REPORTS
County Councillor Vint had submitted a report dealing with his work at County level. Cllr Vint wished to ensure that the Parish was ready for the winter months ahead with sufficient supplies of salt/grit for the roads. Cllr Hunt, our “Snow warden,” said that he had sufficient salt. It was agreed to check the contents of the grit bins to ensure that they were topped up.
District Councillor Steer reported that discussions were still taking place over the proposed Local Authority Controlled Company. This matter should be voted on in January. Councillor Steer had attended an AONB meeting where much discussion occurred concerning the principles of the development of land within the area.
PLANNING
The Council had supported the application for a Barn conversion at North Huish.
The Council gave its support to an application for the erection of a barn/store at Southornwell, North Huish and to the building of a replacement dwelling at Coldish, Gara Bridge. The Council objected to an application for various changes at Top Barn, North Huish. A site visit was requested before a decision could be made to a request for decking at Jubilee Cottages, Avonwick.

FINANCE:
The Council had received the Auditors report for the accounts 2015-16. Comments noted
Consideration was given to the proposed budget for 2017-18. This was accepted by the Council. Proposed Cllr Steer seconded Cllr Hunt.
It was agreed that an increase of £500 should be made to the precept request to allow for the cleaning/clearing of buddle holes within the parish. Proposed Cllr Hunt seconded Cllr Seager-Berry
Payment was authorised for an invoice for the cutting of the play park grass- Proposed Cllr Seager-Berry seconded Cllr Steer.

HIGHWAYS
The council had been notified of the closure of the Avonwick – North Huish road from13th December till 16th December for patching works.
The proliferation of unofficial advertisements at the side of the road was discussed. The top of the slip road off the A38 at Wrangaton was specifically mentioned. This was passed to the Locality Officer for action.
