OPEN FORUM

There were three members of the public present. Councillors were asked if they could seek the erection of a sign on the permitted path in Avonwick instructing dog owners to keep their dogs on a lead. Action clerk. The Council was informed of concerns over the speed of traffic through Avonwick and over the safety of pedestrians using the road bridge on the Totnes road out of Avonwick. The chairman detailed the many attempts of the parish to slow down the traffic passing through the village. It was agreed to pass on both concerns to Devon

Highways. The Council recorded its congratulations to both the Avon Inn and the Shop in Avonwick for their superb work in raising funds for a defibrillator for the village. This has now been purchased and is situated in the shop. Funding is now being sought for a container which would enable the defibrillator to be more easily available whenever it is needed. The Council was asked to financially support this. The Council was informed of an apparently abandoned car on the road near the garage in Avonwick. Action clerk.

MINUTES

The MINUTES of the meeting held on 2nd May 2017 were confirmed and signed. Proposed Cllr. Bell seconded Cllr Hunt.

MATTERS ARISING

A letter had been received from those who organised the recent cycle event  through Avonwick promising to inform the Council well in advance of any future events passing through the village, The park gate self closing spring is in need of attention.

REPORTS

Councillor Hosking reported that the County Council is now made up of 60 Councillors. Reforms were under way over the structure of some of the Council’s committees. Councillor Hosking agreed to take forward the concerns raised in the open forum over road safety. He explained the processes involved in bringing a 20mph speed limit to a village. At present Avonwick would not appear to fulfil the criteria but these may well be changed in the near future.

Councillor Steer clarified the position regarding links between South Hams District Council and West Devon District Council. He informed the Council that there were no plans at present for the links to become even closer. He told the Council of recent planning applications at Dartington and at Kingsbridge, where a refusal by the South Hams planners was overturned by the government inspector.

Councillor Grevatt told the Council of recent increased levels of unwanted traffic on the website. He said that security had been improved.  He also informed the Council that there would be no Apple Pie Fair this year due to lack of support from the area.

PLANNING

The Council objected to an application for the construction of a log cabin at Gara Bridge. It was felt that it was not an appropriate building for that locality. The Council decided to make a site visit before deciding on its recommendations for change of use of agricultural land, erection of a storage shed and creation of new driveway at Hillside Barn, North Huish.

The Council agreed to make a grant of £500 towards the costs of the defibrillator container. Proposed Cllr Steer seconded Cllr Luscombe.

The Council agreed to purchase a scanner/printer

Cllr Steer would investigate how best to access the SHDC maintenance team for necessary work to the play park.
