OPEN FORUM
There were no members of the public present. No parishioner had brought any matter to the attention of the Council.
DECLARATIONS OF INTEREST
District Councillor Steer – One Council Consultation.
PRESENT
Councillors Bell, Gabriel, Grevatt, Hunt, Luscombe, and District and Parish Councillor Steer.
APOLOGIES FOR ABSENCE
Councillor Seager-Berry and County Councillor Hosking.
MINUTES
The MINUTES of the meeting held on 29th August 2017 were confirmed and signed. Proposed Cllr Bell, Seconded Cllr Hunt.
MATTERS ARISING
The buddle hole at Lupridge was still receiving attention.
REPORTS
County Councillor Hosking expressed his pleasure at noting the increased budget for Devon’s Schools. It was noticed, however, that Devon’s schoolchildren continue to be funded at a lower rate than most other children in England. This difference would equate to the cost of an extra teacher in each of Devon’s schools.
District Councillor Steer reported that the number of planning requests had fallen. He said that much of his time at present is concerned with the One Council proposal.
ONE COUNCIL PROPOSAL
( Merging West Devon with South Hams District Council)
Thee councillors had attended meetings arranged to discuss these proposals and gave and reports of them to the Council. The advantages and disadvantages were discussed before the Council agreed to object to the proposals and to express the wish that the situation should continue as at present.

CORRESPONDENCE
Specific items of CORRESPONDENCE were noted as follows:
SHDC. Section 106 contributions. Cllr Steer to respond. Councillors to look for proposals for development using 106 money.
South Hams Newspapers request for information re. One Council decision. Clerk to respond.
FINANCE:
Balance c/f 8377.11 Income (interest) 0.37 Balance c/f 8377.48
This balance is made up as follows:
P3 money 149.40 Council funds 8228.08 Total 8377.48
The clerk reported that the Annual Return had been approved by the Auditors. Councillors thanked the clerk for his work in producing the Accounts following the correct procedures.
HIGHWAYS
Cllr Steer wished to offer the apologies of South Hams District Council for a recent disruption to the collection of recycling materials. This was due to a misunderstanding of a Council employee. Cllr steer assured the council that all of the materials were eventually collected and dealt with correctly.
Damage was reported to the Kittaford Cross road sign. Action clerk.
The clerk was asked to bring to the attention of the locality officer the collection of unofficial signs at the top of the Wrangaton slip road
