OPEN FORUM:
One member of the public was present. Concern was raised over the recent failures of the refuse collection service. It was stated that one in three of the recent collections had either been late or were missed altogether. It was felt that the District Council could be considerably more communicative with those affected in order to explain what measures it was taking to ensure that collections were made. District Councillor Steer recognised the concerns that were being raised. He said that officers were dealing with the problem and that a solution would be found. This might mean that the service would be taken “out of house”. Councillor Steer asked to be kept informed of any future disruptions in service. He can be contacted at cllr.Steer@southhams.gov.uk The clerk was asked to write to South Hams District Council to express the dissatisfaction of the Parish Council concerning this disruption.

MINUTES
The MINUTES of the meeting held on 5th June 2018 were confirmed and signed. Proposed Cllr, Bell, seconded Cllr. Hunt
MATTERS ARISING
The chairman had received quotes for the necessary work to be carried out in the play park. He recommended accepting that of Mr. R. Cooper. This was agreed unanimously. The clerk was asked to place a notice on the park gates asking those using the park to take all of their rubbish home with them
REPORTS:
County Councillor Hosking informed the Council that it was no longer Highways policy to respond to concerns over the appearance of knotweed on its property. He suggested that the Parish Council should keep making representations to the County concerning this.
Cllr. Hosking told the Council of the recent involvement of the County in Crowd Funding in Devon. This is hoped to improve the opportunity for such funding where other forms of funding are not available.
Cllr. Hosking outlined planned improvements to road junctions at Kittaford Cross and at Modbury. He said that there were no plans to improve the Kittaford Cross to California Cross road.
CORRESPONDENCE
Specific items of CORRESPONDENCE were noted as follows:
SWW. Confirmation of work beginning on the pipe bridge in Avonwick. Noted.
DCC. Saying that the Parish Council’s concerns re Knotweed had been passed to Highways.
SHDC. Detailing reasons for the increase in play park insurance this year. Noted.
AONB. Informing the Council of various upcoming activities. Clerk to ask for appropriate copy for the Parish website.
FINANCE:
Balance c/f 8,365.23 Income (interest) 0,23 Exp. (Buddle holes) 216.00 Balance c/f 8,149.60
It was agreed that in future necessary payments could be made by BACS transfer subject to this being agreed by two of four nominated Councillors.
HIGHWAYS:
A broken manhole cover was reported near Woodland Barton. Action clerk.
Cllr.Steer was thanked for cutting back hedges at both the North Huish and Church Walk junctions in Avonwick. This work was done for safety reasons.
