Approved Minutes for the Parish Council meeting on Tuesday, 4 April 2017

OPEN FORUM:

There were no members of the public present.

The Council was made aware of concerns of parishioners living in North Huish over the speed of traffic through the village. It was felt that the Council had addressed this on numerous occasions and that neither the Police nor the Highways Authority felt that there was anything of value that could be done to change the situation.

A broken finger board at Rectory Cross was brought to the attention of the Council. Attn clerk

A line of upright stones at the side of the road Manor Barn was brought to the attention of the Council. These are believed to be situated on privately owned land.

The Police gave an appreciative response to a letter sent to them thanking them for recent successful work in the area.

The playpark grass had received its first cut of the year.

Knotweed was reported on the Brent road from Avonwick. Action clerk.

MINUTES

The MINUTES of the meeting held on 7th March 2017 were confirmed and signed. Proposed Cllr Bell seconded Cllr Steer.

MATTERS ARISING

Signs had reappeared on the Wrangaton slip road junction. Action Clerk.

The council had been informed that all of the additional County Councillor funding for pothole repairs had been allocated to Totnes. Clerk to write to Cllr Vint to complain.

SWW had informed the Council that it would be checking the situation regarding the blue plastic pipe crossing the River Avon at Horsebrook.

REPORTS

District Councillor Steer reported that the new Local Plan was available for consultation. It was hoped that it would be adopted by the end of the year. His recent work included  planning meetings for a development at Chillington. He informed the Council of a new application for a Solar park at Holberton.

PLANNING

The request for a new agricultural building had Colmer View  Farm had been given approval.

CORRESPONDENCE

Specific items of CORRESPONDENCE were noted as follows:

AONB report on recent Partnership meeting – noted.

SHDC report on use of New Homes Bonus Money. Action Clerk.

The council approved the Annual Accounts. Proposed Cllr Steer seconded Cllr Seager-Berry.

The council was informed that it had been granted funding of £709.50 to pay for IT equipment from the Transparency Fund for Smaller Authorities.

It was agreed to fund buddle hole maintenance with an initial £500 and to look at further funding should the need arise.

The Council agree to pay the DALC membership fee of £99.85. Proposed Cllr Bell seconded Cllr Steer.

The Council agreed to offer an open invitation to Candidates for the forthcoming County Council Elections to attend the next Council meeting and to address the Council.

The Annual Meeting of the Council and the Annual Parish Meeting would both take place before the next Council meeting on the 2nd May 2017
