OPEN FORUM:
The poor mobile ‘phone signal in Avonwick was causing concern. Cllr Grevatt to look at possible solution.

PRESENT:
Councillors Bell, Gabriel, Grevatt, Hunt, Luscombe, Seager-Berry and District Councillor Pannell.
APOLOGIES FOR ABSENCE:
District Councillor Smerdon and Councillor Steer.
MINUTES
The MINUTES of the meeting held the on 27th August 2019 were confirmed and signed. Proposed Cllr. Hunt seconded Cllr. Bell.
MATTERS ARISING:
The repairs to the permissive path fencing had not taken place. Chairman to write to Pentland First Port.
REPORTS:
District Councillor Pannell:
- Reported on the plan to establish a Citizen’s Assembly to contribute to the Net Zero Task Force (Devon) dealing with Climate Emergency Action.
- Gave his support to the Parish Council’s request to keep the local polling station in St James’s Church, Avonwick. It had been suggested that this should move to South Brent.
- Stated that the District Council was considering a £5 or 2% increase in its poll tax levy for the year 2120/21.
- Told the Council that considerable contingency planning, using government funding, had been undertaken in planning for Brexit.
- Told the Council of proposed changes in planning regulations and that recent attempts to prevent the closure of public toilets had failed due to the use of the casting vote on the part of the committee chairman.
Councillor Seager-Berry
informed the Council of the continued work of the flood group. It was agreed that councillors would look at how to obtain more sand/sandbags to keep in reserve against future need.
Councillor Grevatt
- Reported on his recent inspections of the play park in Avonwick. He had noted a number of items to be kept under review.
- Asked to clerk to provide replacement laminated signs as the existing ones were no longer fit for the purpose.
Councillor Grevatt
told the Council of new regulations regarding accessibility for websites. He would check to see whether the new regulations would apply to the Parish Council website.
Councillor Bell,
the Parish Council tree warden, reported on his recent work. He asked that parishioners with responsibility for trees should pay particular attention as to how Ash Die Back was affecting their trees. Those with trees overhanging highways should ensure that they do not cause a potential danger to passing traffic. It has been suggested that ash trees suffering from the disease but situated away from possibly dangerous situations should be left to see if they are able to overcome the effects of the disease by themselves.
PLANNING:
The Council supported an application for the approval of details for new work at Penson.
The Council objected to the proposed approval for a Garden Room at Huish Barn and asked for this to be looked at again. Action Cllr Pannell.
CORRESPONDENCE
Specific items of CORRESPONDENCE were noted as follows: The Council had received an email from a parishioner concerned over the colours used by Live West when repainting houses in Higher Moor, Avonwick. Cllr Pannell to follow this up.
FINANCE:
Balance c/f 7,507.02 Income (interest) 0.32 Income (precept) 1,484.00 Balance c/f 8,991.34
The Council agreed to pay an invoice for the removal of graffiti from the play park. (BACS).
HIGHWAYS:
Mud creating a possible hazard to motorists was reported on the Ugborough road out of Avonwick. Action clerk.
NORTH HUISH ‘PHONE BOX:
All necessary forms had now been submitted. The wish of the Council to use the box as a home for a defibrillator has now been logged with BT. The use of the land on which the box is situated still needs to be settled.
