Minutes of the Virtual NHPC meeting held on 1st September 2020.
1: Open Forum
There were no members of the public present. Councillor Bell updated the Council re. granting of wayleave to the Avon Vale Croquet and Tennis Club. The club is to consider options and then contact the Council again.
The recent storm damage to the Cobbly Way river bank had been referred to Councillor Hosking who is trying to identify who actually owns the bank.
The Council offered its thanks and appreciation to the parishioner who had taken emergency action to try to alleviate further damage to the bank
2: Present
Councillors Gabriel, Bell, Grevatt, Luscombe, Seager-Berry, County Councillor Hosking and District Councillor Pannell.
3: Apologies for Absence
Councillors Hunt and Steer.
4: Minutes
The minutes of the meeting held the on 4th August 2020 were confirmed and signed. Proposed Cllr. Seager-Berry seconded Cllr.Bell
5: Matters arising
The findings of the mobile ‘phone survey have been submitted to the relevant authorities. A response is awaited.
The Highways Department has confirmed that Pennystone Lane, North Huish, has not been designated as a green lane. Work to repair the surface of the road is being planned.
The interactive speed sign in Avonwick has been checked by the Highways department. Repairs are to be undertaken.
6: Reports
County Council
County Councillor Hosking reported on the work being undertaken by the Council to cope with the Covid situation within the County. This covers planning to deal with local outbreaks and matters such as the return of children to school. The concerns of some parents over their children’s health and their reluctance to send their children to school would be dealt with with due discretion.
District Council
District Councillor Pannell reported that the District Council is working to cope with the budget shortfall due to the added expense of the covid situation. Some staff had been seconded to other duties. Flexible working practices would continue. The intention is to return to normal practice when possible.
Councillor Pannell wished to express his thanks to those working within the refuse collection department who have provided their normal service throughout the pandemic.
Councillor Pannell was unable to offer much detail on the possible reorganisation of District and County Councils. This would have to wait until a white paper was available later in the year.
7: Planning
The Council supported an application for Solar panels at Charford Manor in Avonwick.
The Council was informed that approval had been given to the provision of a farm shop and café at Colmer View Farm
8: Finance

9: Highways
The Council has joined with other local parish councils to ask the Highways Authority to seek a solution to the various “pinch points” on the Kitterford Cross to Loddiswell road.
Mud and debris were reported on the Avonwick- Ugborough road. Action clerk.
The Councl agreed to recommend the use of the “what3words” app for anyone in need in an emergency situation.
