Minutes of the Virtual NHPC meeting held on 5th January 2021.
Open Forum
There was one member of the public present. The Council was asked what, if any, progress had been made with the necessary repairs to Cobbly Walk. Cllr. Hosking to seek further information. Cllrs Bell and Hunt had recently undertaken the gritting of the road at Coarsewell Cross even though this fell outside the Parish boundary. The Council was informed of the concern of parishioners over the ever increasing amount of traffic on the Kitterford Cross to California Cross road. It was agreed that this road is not fit for the use being made of it. A suggestion was made that large vehicles could be signed to use the Modbury road. Clerk to follow up.

3: Minutes
The minutes of the meeting held the on 1st December 2020 were confirmed and signed. Proposed Cllr. Luscombe seconded Cllr. Seager-Berry.
4: Matters Arising
Road closure on Black Hall Hill in Avonwick. Following damage caused to the footbridge by an unknown vehicle, Devon County Highway engineers inspected the bridge and considered it to be a serious danger to passing traffic. Devon Highways then closed the road. It will remain closed until repairs have been carried out. Road users are advised that the closure comes under the 1984 Road Traffic Regulation Act and that this means that anyone using the road by vehicle or as a pedestrian would be liable to prosecution.
5: Reports
County and District Councillors reports are available on the Parish website. Considerable attention is being given to coping with the Covid situation.
County Councillor Hosking told the Council of increased funding that is becoming available to improve broadband reception. He said that he would find out what he could concerning the road closures within the Parish.
District Councillor Smerdon said that he would ensure that the concerns of the Parish Council over the proposed development at Horsebrook would be brought to the attention of the District Council when it is discussed at the planning committee.
6: Finance

It was agreed that up to £500 of extra funding would be made available for buddle hole clearance should this become necessary.
7: Planning
The Council agreed to support an application for a farm shop and café at Colmer View Farm. Modbury.
8: North Huish Phone Box
Cllr Bell to follow up.
