Minutes of the NHPC meeting held on 4th January 2022.
1: Open Forum
There was one member of the public present. Concern was raised over recent fly tipping that had occurred near the garage in Avonwick. The Council was informed that the matter had been reported to South Hams District Council and that it was under investigation.
2: Present
Councillors Bell, Grevatt, Hunt, Luscombe, Seager-Berry, Steer, and District Councillor Pannell.
3: Apologies for absence
Councillor Gabriel and County Councillor Thomas.
4: Minutes
The minutes of the meeting held on 6th December 2021 were confirmed and signed. Proposed Cllr. Seager-Berry seconded Cllr. Hunt.
5: Matters Arising
A notice has been placed on the car parked at the junction of the North Huish road in Avonwick asking the owner not to park there. Vehicles continue to park on the junction. After discussion it was decided that the clerk should seek the support of both Devon Highways and the Police in dealing with vehicles parked on the junction.
No progress has yet been made over the repair/replacement of the Council’s notice boards.
There have been two applications received for the position of Clerk to the Council. Other applications would still be welcome.
6: Reports
County Council
County Councillor Thomas had written to say that he had informed Highways of concerns over the state of the roads at Horsebrook and Haswell. He had also been assured that work will start on the repairs to Cobbly Walk in 2022. He has asked that work should begin in June 2022 – the earliest possible date for such work to be undertaken.
District Council
District Councillor Pannell would carry forward concerns of the Council re a missed refuse collection in Higher Moor and fly tipping near the garage in Avonwick. He told the Council that the Government was not planning to permit remote meetings of the Council at present.
Play Park
The monthly inspection noted that all was OK although a degree of concern was raised over a stone protruding from the grass near the picnic table.
7: Planning
Permission has been granted for the erection of a mounted solar array at The Rock in Avonwick.
The Planners were not proceeding with the investigation of a skate park in Avonwick.
The Clerk was asked to request the Planning Authority to provide the Council with information regarding planning applications located close to the Parish border.
8: Finance

9: Highways
Trees were reported overhanging the Diptford road near the old Avonwick Station.
A replacement reflective post is needed near Woodland Barton, Avonwick.
The Council was informed of a recent road closure on the A38 near Chudleigh. Neither the closure nor the necessary diversion appear to have been signed. Action Clerk.
10: Next Meeting
Tuesday 1st February 2022 at 7.30pm. at St James’s Church, Avonwick
