1) Open Forum

  1. SHDC Carparking – Cllr Gabriel reported that the Ivybridge machines were not working today and a gentleman who wanted to park could not use the phone APP, it would not be right for him to get a fine if he could not pay at the machine. This was noted by D Cllr Hancock.
  2. Brown Bin renewal online – this is proving to be difficult – Cllr Hancock will report to SHDC to check there is not a glitch in the system.

The above minutes have been circulated and read.

Proposed by Cllr Hunt and seconded by Cllr Bell with all in agreement. Duly signed by the Chairman – Cllr Steer.

6) Matters Arising

  1. Avonwick Pumping Station – still awaiting an answer regards this and other water related problems in the Village. Cllr Bell confirmed that he had also e-mailed but currently has received no answer to the questions raised.
  2. Parish Emergency Flood Plan – Cllr Ring reported - The date for an open meeting has been set - March 26th - 6.30 at the Pub, this will be advertised on the website and community site. This will allow Parishioners to get involved in the formation of a plan.
  3. Community Assets List for SHDC – A draft has been circulated to Cllrs and amended.
  4. North Huish Notice Board – Cllr Bell reported that he has spoken to the owners of the wall which holds the current board, they are happy that the board is replaced but it needs to be the same size as is in situ. Cllr Grevatt will look into some costings for a new board to be discussed further at the next meeting.
  5. Primrose Car Rally 11th January – Cllr Ring reported that she has written to the local MP, Dan Thomas & Motorsport UK who are the regulating body for these type of events. The many issues raised are:-

Reckless driving at high speeds through narrow pothole filled lanes with blind corners.

Excessive noise and headlights flashing into homes late at night causing significant disturbance.

Disruption caused preventing residents getting to work, reaching their livestock and accessing their homes.
She has also drafted a letter that will be distributed to all homes on the route asking them to write to Motorsport UK – as many people as possible should write and complain if they were not happy with the event taking place.

7) Reports.

  1. County Councillor D Thomas – reported by e-mail as follows:-
    In terms of County news, very little to report other than to tell you that the County Council did indeed ask the Government to delay May’s elections to allow for negotiations around Local Government Reorganisation. As of today, we still don’t know whether the Gov’t will acquiesce, so we remain in an unfortunate state of limbo.
    On 20thFebruary, County will discuss the budget for next year; I will of course update you on this at the March meeting. In the meantime, please feel free to contact me as required.
  2. District Councillor G Pannell & D Hancock – Cllr Hancock reported - Consultation for standards framework for local government currently ongoing, removal of Bottlebanks from the district – most glass is picked up from homes on a weekly basis through the recycling scheme and costs need to be cut. Local Government Finance Settlement from main government means a 5% drop in revenue.
  3. Play Park - Cllr Steer reported - all ok at present,  gateway will be looked at when drier. New Picnic Bench – delivery to be made to Cllr Hunt.
  4. Tree Warden – Cllr Bell reported – attending a meeting on Friday at Follaton House, Totnes to discuss future funding.
  5. P3 Co-Ordinator – Cllr Snoxall – paths very wet and muddy at present. Annual P3 forms to be completed.
  6. Defibrillator – Cllr Grevatt reported all ok at present, child pads due to be replaced in December.

9) Correspondence

  1. SHDC – will be conducting Headstone pushing for safety over the coming months in local churchyards.

10) Highways

  1. Traffic Speed Sign – report from Nick Colton – DCC Highways - I’ve had a look at the approach to the bridge and there is no location that would be considered safe to maintain a new VAS sign for the Parish Council nor a good location with forward visibility onto a new sign and the bridge is already well signed so would not be a worthwhile location for a VAS. In addition the trees in the area would likely rule out solar panels and getting a power connection to the location would be cost prohibitive
  2. Collapsed Culverts in the Parish have been marked up to be repaired.
