Withdrawn – Application no 0567/25/CLP – Hollymount Cottage, Avonwick TQ10 9NA – Certificate of lawfulness for proposed restoration and repoint of failing walls, clean back the existing barn walls, wall to be rebuilt and pointed back to as near as possible original height, existing entrance to remain and prepared for potential doors, weatherproof by replacing a derelict tin roof with new, restore/level the existing driveway with a self-draining loose gravel surface.
  2. Conditional Approval – Application no 2557/24/HHO – Southornwell, North Huish TQ10 9NL – Householder application for removal of porch & roof, single storey extension and new roof extending over extension & original single storey.

Draft Minutes for the Parish Council meeting on Tuesday, 1 April 2025

1) Open Forum

  1. Permissive path from Higher Moor which comes out opposite the Tennis Club. The path has eroded leaving a ridge coming out onto the road. The management Company First Port (Dillyfields) will be contacted by the Clerk to ask them to attend to the defect.
  2. Street Light being dimmed at North Huish – There is only one light in the Village and the current DCC of dimming lights is not suitable. C Cllr D Thomas asked that it is reported on the DCC website, then send the reference number to him so he can deal with it further. Cllr Ring confirmed she will do this.

6) Matters Arising

  1. Avonwick Pumping Station – a response has been received from SWWA as follows:-
    I understand that the rising main is being investigated and as soon as we know more about its state and condition a proposal will be put forward to the wider business.
    I understand that investigations are still underway.
    D Cllr Hancock confirmed that D Cllr Pannell has also raised the lack of response from SWWA at the SHDC Overview and Scrutiny Committee where representatives of SWWA were present.  The Clerk to contact Cllr Pannel and ask if he has a SWWA contact who could be invited come to the Annual Parish Meeting on the 6th May.
  2. Parish Emergency Flood Plan – report on public meeting 26th March – Cllr Ring reported that 8 people attended the meeting, a plan has been started identifying places which are of concern, details will also be put on the website and noticeboard asking for more information on places which are problems. Drain clearance – much of the issues are caused by blocked drains which need mechanical clearance by DCC. A4 leaflet regards flooding will be circulated to all Parishioners. The possibility of a grant for sandbags from Devon Communities Together will be looked into once the plan is in place.
  3. North Huish Notice Board – Cllr Grevatt reported – 3 quotes have been obtained, this will be carried forward to the next meeting for approval. Cllrs Hancock & Pannell will be approached for Locality Funding.

7) Reports.

  1. County Councillor D Thomas – report attached
  2. District Councillor G Pannell & D Hancock – Cllr Hancock reported - local government reorganisation – all bids have now been submitted for Devon. Plymouth wants to expand and take in a further 12 Parishes of the South Hams which would mean that North Huish would border Plymouth.
    SWWA Sludge in Piles between Coarsewell Cross & Hawkridge Farm – this was reported and SHDC environmental health team have been consulted. They confirmed that the land owner has a valid certificate for storing sludge making it legal to receive from SWWA and they had been informed that it would be spread on the land in February. However because of the amount of complaints received by Parishioners the officer will make a site visit this week to ensure that the regulations are being adhered to.
  3. Play Park - Cllr Steer reported, all in good order, the entrance gate has now been done by John Widecombe.
  4. Tree Warden – no report given.
  5. P3 Co-Ordinator – no report given.
  6. Defibrillators – all in working order.

  2. Letter regards The Manor, North Huish – concerns were raised over works to the building which have currently stopped. Cllrs confirmed that a Bat Survey needs to be undertaken before works can restart on the building.

10) Highways

  1. Black Hall Lane – Road State – Nick Colton DCC has confirmed this will be on the list to be done, in the meantime any potholes will be filled which are deemed large enough to require attention.
    Trees – the Clerk confirmed she had spoken to the Land Agent who advised that a Tree Survey had been done which resulted in nothing requiring attention.

County Council Report

County Councillor's Report April 2025

With the election exactly a month away. I attach what I very much hope is not my final county report.

Here are the headline budget figures from County Hall, as well as the latest position on Local Government Reform:

County has agreed its budget for 2025/26 which includes the usual 2.99% rise in council tax plus the extra 2% for integrated care.

Local Government Reorganisation latest:

It appears that Plymouth City Council wants to take over the 13 parishes to the west of the South Hams (currently in Rebecca Smith MP’s South West Devon consitituency).  It makes no mention of the rest of the county.

The Districts have offered a 1:4:5 unitary solution

  • 4= West Devon, South Hams, Teignbridge and Torbay.
  • 5= Torridge, North Devon, Mid Devon, East Devon, Exeter
  • 1= Plymouth

County have proposed 5 different options including the 1:4:5 as well as other options, including 2 areas – Plymouth and the rest of Devon. Torbay have also presented more than 1 option, including the 1:4:5 model but also a proposal for a Greater Torbay. Exeter City Council is lobbying for a Greater Exeter.

It is worth remembering that the ‘rules’ as set out were to follow the district boundaries (and therefore use District areas as the building blocks) as well as ensuring plans did not leave any of the area out. Neither Plymouth nor Exeter appear to be following these rules.

At the same time, Devon, Torbay and Torbay leaders are having discussions about establishing a mayoral strategic authority (which they ultimately hope that Cornwall will be persuaded - or compelled -  to join).
