1) Open Forum
- Church Cross - Parking at the Junction again has been noted. C Cllr D Thomas confirmed that the Parish Council could apply to DCC for double yellow lines on the junction, this would not be done immediately, it would first go in front of the HATOC committee and then be open for public consultation. It would be a solution to move cars away from the junction and they would park elsewhere. Chairman – Cllr R Steer confirmed this would be discussed later in the meeting under Highways.

The above minutes have been circulated and read - Proposed by Cllr Bell and seconded by Cllr Gabriel with all in agreement. Duly signed by the Chairman – Cllr Steer.
6) Matters Arising
- North Huish Notice Board – this has arrived and is awaiting installation.
- Avonwick Pumping Station – noted that the tanker was there for several days when it rained, the situation is currently being monitored.
7) Reports.
- County Councillor D Thomas reported - Parish protocol was agreed where DCC will support Parishes who want to install items such as road signage if the Parish pays to get it done quicker, DCC do not have the budget to help out but they will support communities. LGR – this is still ongoing with various different options being put forward, Government will look through all the options in November and it will then go out to consultation.

South Hams Energy Assembly takes place on the 18th October.
Call for sites – SHDC Local Development Plan. Because housing targets have been changed by Government there is not a 5 year land supply available to SHDC. The search for land may prove the targets are not obtainable in the South Hams because of the National Landscape and the AONB.
Fake QR Codes on Car Park Pay & Display.
Visual Arts South West Survey being undertaken.
Police & Crime Commissioners Community Grant Scheme has been released to help tackle crime in communities. - Look out for the Winter Fuel Payment Scam.
- Play Park - Cllr R Steer reported – noted the old picnic table has been turned over this will be checked for damage, handles on rotator replaced, hedges and grass have been cut.
- Tree Warden – Cllr J Bell - trees losing leaves now, ash dieback still around and trees being blown down in the Autumn storms.
- P3 Co-Ordinator – there has still been no response from PROW regards the installation of a gate on the track from Lupridge to Causewell, the Clerk will ask C Cllr D Thomas to chase up a response.
- Defibrillator – New pads for Avonwick Defib, next Agenda for discussion.
- Parish Flood Plan – Cllr L Ring reported - meeting will be held tomorrow, looking at an adopt a drain scheme where Parishioners keep an eye on a specific drain each.
- Fireworks Display – Cllr Thomas and Nick Colton are happy to meet the organisers on site if they need advice regards traffic management on the night.

- Junction – Church Cross – suggestion of Double Yellow Lines to stop parking on the junction with is an ongoing problem. All Cllrs in agreement that this be progressed. The Clerk will write to C Cllr D Thomas and Nick Colton – Highways Officer to confirm.
- Blocked drains – an email has been received from a Parishioner regards blocked drains. Cllr L Ring confirmed she has replied and invited the Parishioner to the flood group meeting. Any blocked drains can be reported by Parishioners on the DCC website. Cllr R Steer will ask John Widdicombe the Parish Lengthsman to look at the one blocked opposite Meadow Cottages in the car parking bay, this also goes under the road. John will also be asked to look at Blackhall Hill.

District Councillor's Report October 2025
Local Government Reorganisation update
Public engagement sessions are still ongoing in the South Hams, finishing on 29 October at Marldon. SHDC will submit our Case for Change document, supporting our 4-5-1 proposal to Government on 28 November.
The feedback from the sessions will be combined with the results of the survey and social media comments to help inform the final plan we submit to Government and any future communication, including updated FAQs.
In the light of the timetable for reorganisation, with the Government not announcing its proposals for reorganisation until the Spring, it is expected that elections for the Shadow new unitary authorities will not now take place until May 2027. This would mean that the District Councils, including SHDC, would run on until April 2028, with the new authorities becoming effective at the same time.

South Hams Energy Assembly
Sustainable South Hams, South Dartmoor Community Energy and South Hams District Council are excited to be hosting the 2025 South Hams Energy Assembly alongside Octopus Energy.

- Sustainable South Hams is bringing together community organisations, councillors, rural businesses, housing associations and other local decision makers and interested individuals, together with experts from local energy organisations, installers and related companies.
Call for Sites begins
Following the decision to begin a new local plan process later this year, South Hams Council will be contacting landowners, developers and agents to submit land that they would like to be considered as future development options. This is a technical exercise, with a very targeted and specific audience, and does not represent the formal start of the new local plan process. Instead, it is an information gathering exercise that will help our Strategic Planning Team understand the extent of new sites that could be suitable in the future – and also the extent of land that is simply too constrained to be allocated.
This does not apply to land within the Dartmoor National Park Authority Area.
Fake QR codes found in our car parks
We’ve discovered more fraudulent QR code stickers on some of our Pay & Display machines. These QR codes take you to a scam website.
Messages for residents:
- Download the official PayByPhone app ONLY from trusted sources: App Store or Google Play
- We never use QR codes in our car parks.
- Our teams check machines and signs daily for fake stickers.
- For more advice on safe parking, visit our website.

Visual Arts South West survey
Visual Arts South West www.vasw.org.uk has asked SHDC to support them in amplifying a vital piece of work for the South West’s visual arts sector. As part of our Council Plan’s priority to develop an Arts and Culture Strategy for the South Hams, we are encouraging you to please promote the 2025 Visual Arts South West survey to all your local arts and culture networks, organisations, groups and individuals in your Wards and communities. The results of this survey will provide a helpful evidence base for future arts support in the South Hams. We have a key role to play in supporting this survey to help produce a regional report setting clear priorities for the visual arts, backed by robust data to influence policy, funding, and investment. The data will be able to provide area-specific insights to support local planning and cultural strategies.
Police Crime Commissioner…
invites community groups to bid for share of crime prevention funding. Community groups, charities and voluntary organisations in Devon and Cornwall are being invited to apply for a share of £330,000 in funding to help tackle burglary, theft and their root causes.
The money is being distributed through the Police and Crime Commissioner’s Community Grant Scheme (£200,000) and the Police Property Act Fund (£115,300), which uses proceeds from the sale of seized goods. Grants of up to £5,000 will be awarded to projects that prevent crime, support victims, or address issues such as substance misuse, antisocial behaviour, and youth diversion.

Winter Fuel Payment scam
Criminals are targeting older and vulnerable people with fake texts, emails, and phone calls pretending to be from the Department for Work and Pensions (DWP) or HMRC. The scammers claim you need to "apply" for your Winter Fuel Payment and try to trick you into sharing personal or bank details.
Advice from Devon and Cornwall Police:
- If you’re eligible, your Winter Fuel Payment is paid automatically – you do not need to apply.
- The government will never ask for your bank details by text, email, or phone.
- Do not click on suspicious links or share personal information.
- Block and delete scam messages straight away.
If residents think they have been targeted:
- Contact your bank immediately – you can also dial 159 to connect to your bank’s fraud department.
- Report suspicious texts by forwarding to 7726, phishing emails to report@phishing.gov.uk, or call Action Fraud on 0300 123 2040.
- If in doubt, check with a trusted friend, Citizens Advice, or Age UK before responding. Stay safe and protect your details!
