1) Open Forum
- Door to the telephone box in North Huish has had a vehicle parking in front of it overnight, it could not be opened if the Defib is needed. The situation to be monitored and placed on the next Agenda for further action if needed.

5) Previous Minutes
Minutes of the meeting held Tuesday 3rd March 2026.
The above minutes have been circulated and read - Proposed by Cllr Bell and seconded by Cllr Snoxall with all in agreement. Duly signed by the Chairman – Cllr Steer.
6) Matters Arising
- Dog Bin on the permissive path – Cllr Gabriel reported that the Dog fouling has improved on the path. SHDC confirmed that they were unable to provide a Bin, this would have to be funded by the Parish Council if needed. All in agreement to monitor the situation on the path and bring back to the Agenda at a later date if necessary.
- SHDC Community Asset Transfer – There are no pieces of land in the Parish owned by SHDC – no further action needed.
- North Huish Noticeboard – Parishioners in North Huish have asked why the new board is in a different place. Cllr Hunt confirmed that the Parishioner who owns the wall wanted it placed in a different position.
7) Reports.
- County Councillor D Thomas – no report given.
- District Councillor G Pannell & D Hancock – Cllr Hancock reported - Fusion who run the Leisure Centres in the South Hams have gone into administration, SHDC are looking to continue running them without closures and Parkwood Leisure will take over after 6 weeks, they will run them for the next 12 months and then they will be put out for tender again.
- Play Park
- Cllr Snoxall reported – 3 new handles needed for the rotator, climbing net needs some attention as coming loose, swing seats rubber is perishing but the chains are all ok, tree by the gate needs cutting back.
- Cllr Steer reported - Timber framing around the edge of the fence – Rattery Sawmills have quoted £400 to supply the materials and Rob Northmore who cuts the grass will install the new wood. Cllrs in agreement to order the 3 new handles and to get a price from Rob Northmore for the installing of the wood so a decision can be made at the next meeting.
- Tree Warden – Cllr Bell reported - look for Ash dieback now trees are coming into leaf, Horsechestnut fungus now in trees look out for this.
- P3 Co-Ordinator.
- Gate on Path Lupridge to Coarsewell – reply has been received from DCC to say they will look into this.
- Defibrillators
- Re-location of Defib from The Shop, Avonwick – Cllr Grevatt confirmed that the Garage are looking at the best site for the Defib.
- The Defibs are all in working order but the North Huish Defib needs new pads £125+ vat, all Cllrs in agreement with this.

The Parish Council support having a Defib at this location but due to budget constraints and already having 2 Defibs to maintain are unable to help financially.

- Potholes – Road between Avonwick & North Huish – some of these have been filled in the last month.
- Junction at Fowlescombe – B3196 – missing signage between Fowlescombe & Kitterford Cross – the Clerk will ask Nick Colton if warning signage can be reinstated close to the junction where the Green Lane comes out and visibility is limited.
- Signpost at Venn Cross is pointing in the wrong direction – this has been reported on the DCC website.
- Ditch by the Old Bridge – John Widecombe lengthsman to be asked to clean this out.

District Council Report
District Councillor's Report April 2026
Fusion Lifestyle and our leisure centres
Fusion Lifestyle, the operator of South Hams and West Devon leisure centres, has announced it has gone into administration. We have now awarded a short-term contract to Parkwood Leisure to operate our leisure centres. A national operator, Parkwood also runs leisure centres in Torbay and North Devon.
We are working closely with Fusion’s administrator and Parkwood to ensure that the centres, their staff, swim school, fitness classes and memberships continue without any interruption and transfer seamlessly over to Parkwood.
Crisis and Resilience Fund – Support for Low-Income Households with heating oil costs
The Government announced additional funding for heating oil to be delivered through the Crisis and Resilience Fund, due to the ongoing global events. South Hams’ share of the funding from Devon County Council is £108,889. This funding is intended to go to low-income households experiencing a financial shock due to the spike in the cost of heating oil. The Benefits team have been contacting residents where existing datasets suggest they meet the eligibility criteria of the scheme and will fast-track these applications.

Officers are working on a delivery plan for the other strands of the Crisis and Resilience Fund and will provide further updates shortly.
