Draft Minutes for the Parish Council meeting on Tuesday, 5 May 2026
1) Open Forum
- Erosion of the road edges has noted particularly between North Huish and Diptford.
- Post Box in North Huish – Cllr Ring reported that on the 10th January the post box was removed and Royal Mail have said they would replace within 3 months, but they have not put it back because they are arguing its on private land. This matter will be discussed further during the Parish Council meeting.
- SHDC Council Tax Bills contained a leaflet regards LGR the bills were delivered on the 26th March but the consultation closed at midnight on the 26th Cllr D Thomas explained that he had wanted the leaflets to be distributed before this but due to the expense thewy had to go out with the Council Tax Bills.

- North Huish Noticeboard – The Noticeboard has been installed, keys have been cut and distributed.

- Timber replacement around the edge of the fence – C Cllr D Thomas confirmed he would give £400 from his Localities fund for wood – D Cllr D Hancock confirmed will pay for the fitting. Rob Northmore has been asked to quote and also John Widdicombe to be asked for a price to fit the wood and new play equipment handles.

- Ash dieback trees around need checking, they are still without leaves now so are easier to spot.

- Re-location of Defib from The Shop, Avonwick – Cllr Grevatt confirmed that the shop is still under the current ownership, it will go to the garage when it needs to be moved.
- North Huish Phone Box & Defib – Vehicle Parking – (Cllr Bell declared an interest), the vehicle is parked on private land which is in front of the phone box, a letter will be written to the owner of the vehicle from the Land owner to ask him to move.
- New Defib Pads have been received and installed.
- North Huish Post Box – all in agreement that the Clerk writes officially to Royal Mail on behalf of the Parish Council.

- Erosion at Pack Horse Bridge, Avonwick – Cllr Gabriel noted that some stones needed re-setting on the bridge, this to be reported on the DCC website.
- Highways Assembly Meeting at SHDC 6th May at Follaton House, Totnes.

District Councillor's Report May 2026
Upcoming consultations
Local Plan - Engaging with statutory consultees to formally announce our intention to start a new local plan followed by a 6 to 8 weeks engagement process. Due to government imposed timescales, it is likely that this will take place over the summer.
Parkwood Leisure FAQs
From Monday 1 June, Parkwood Leisure via Active Communities Together, will formally be running the leisure centres across South Hams on behalf of the councils.
We are currently having weekly calls with Fusion's administrators and Parkwood, and we're pleased to say that as of this week, everything remains on track for transfer on 1 June. Feedback from the centres is that memberships and centre usage has not been negatively impacted by administration and services have been running smoothly.
We have now updated our website with standalone FAQs from Parkwood along with letters that are being sent to all members and customers.
Members are encouraged to refer residents to the online FAQs where appropriate, as these will continue to be updated if further questions arise.
The Better Community Business Network Grant Initiative
The next closing date for applications is 7 September.
The Better Community Business Network Grant Initiative is offering small grants to support charities and community-led projects across the United Kingdom. The initiative provides one-off awards of up to £3,000, with a total annual allocation of £36,000 distributed through 12 grants each year.
The funding is intended to improve quality of life and opportunities for individuals and communities, particularly those experiencing social or economic disadvantage. Eligible applicants include community groups, voluntary organisations, charities and local branches of national charities, as well as organisations with charitable aims.
To qualify, applicants must be based in the UK and registered with a recognised governing body such as the Charity Commission or Companies House for at least 18 months. They must also have submitted annual accounts.
Grants may be used to support a range of activities, including education projects such as schools and extra-curricular clubs, health initiatives covering mental wellbeing and healthy eating, and services for ex-offenders including mentoring and rehabilitation.
Support is also available for homelessness and poverty work, arts and cultural activities, environmental projects, services for older people, disability inclusion and social cohesion efforts.
Delivering more temporary accommodation
We're helping to fight homelessness by adding nine flats in Kingsbridge to our growing stock of temporary accommodation.
Messages for residents:
- The council has finished extensive renovation work to the Westville Flats after buying them two years ago, and the first occupants have now moved in.
- The properties can accommodate a mixture of single people, couples and families, and there is also space for a Housing Officer who will provide support for people staying in the flats.
- This project has been funded in partnership with Devon and Torbay Combined County Authority – helping our ambitions to tackle housing challenges that matter to our communities.
- Housing is a key priority for South Hams District Council which is working hard to improve the area’s housing crisis, including keeping homes warm, supporting community-led housing schemes, and investing in more council homes.
